global-functions: add $ScriptInstallUpdate

Just call without parameters to update scripts:

[admin@MikroTik] > $InstallAndUpdate

Add comma separated list of scripts to install and update:

[admin@MikroTik] > $InstallAndUpdate cloud-backup[,upload-backup][,...]
